GOVERNMENT
1.  Office Space
Several options have been considered.  There needs to be some space allotted to conducting the affairs of the city.  Buildings considered are either not winterized, have no facilities necessary (restroom, electrical, heat, etc.), or are not located in an area which is easily accessible to the public.  Any ideas anyone has will be appreciated.  A community center could be built in an area to which a fire station could be attached at a later date.  Volunteer help would make the facility a reality at a much reduced price.  This facility could be constructed with a city start-up, non-interest bearing loan.  Suggestions for the location of such a facility would be appreciated.

2.  Planning
The organization of the city government to allow for expeditious, visionary planning will take form during the first year after incorporation.  Some ideas should be in place to consider during the proposal stage.  The city management, by law, needs to be by elected trustees at the first election, who will appoint a finance officer and treasurer.  At the April election the following year, if the Home Rule Charter is accepted, the form of government can be determined by a referendum vote.  A three member city commission with a 5 member board of trustees, or an alderman form of government with a mayor is possible.  In any case, the single unit governing for and by the Lake residents, coordinating activities of the various agencies having some jurisdiction over decision making, will make for an efficient form of governance.  City planning and financial management could be contracted for until short and long range goals are achieved or in process.  Planning and budgeting of the municipal management is a function of the municipality leaders.

3.  Legal Counsel
One of the most important persons in a municipality management program is a retained legal counsel.  Todd Wilkinson of Wilkinson and Wilkinson  Law Firm of DeSmet is our attorney during the proposed incorporation process and has consented to serve as city attorney following incorporation.  His experience and expertise in the area of city government is and will be a very valuable asset.
