4.  Sewer and Solid Waste
Septic tank sewage and solid waste disposal is a matter determined by ordinance.  A complete sewer system around the perimeter of the lake is a top priority of the municipality planning.  This needs to be addressed either within the existing Sanitary District or the proposed municipality.  How they will fit together is negotiable.  Whatever results in the completion of an environmentally sound, economically feasible way to accomplish it will be the plan.  It must address the numerous non-conforming disposal systems now in existence around the lake.  With the increased full time resident population growth, the demands on the ecological health of the lake and its residents and users makes the development of a sewer system an absolute necessity.  Preliminary figures indicate that for a reasonable per month payment per resident, an adequate sewer system can be put in place.  This is in line with what most small municipalities and lake communities now pay that have sewer systems in place.
    Solid waste disposal will be handled as usual.  The new management would address the most efficient way to dispose of solid waste.  Recycling should play an important part in disposal of recyclable wastes in the future.

5.  Police
If police protection is deemed necessary by the municipality once incorporated, it will either contract with the counties for protection or hire part time protection.

6.  Electrical
H-D Electric and Sioux Valley Electric will continue to be our power providers.  If street lighting becomes a priority, we will negotiate with the power companies for street lighting service.  This could be a part of the city budget or the expense of the residents or a sharing by both.

7.  Shoreline Restoration
Although individual owners are currently responsible for their own shoreline restoration, there may be EPA funds available (1998 release) to help restore eroded shoreline.  If the Lake is in a stage of deterioration due to the erosion, there may be dollars to help restore the shoreline.  A request for proposals for 1998 is available for consideration.  If the municipality becomes a reality, external funding support will be a high priority.

AGRICULTURE
The status of agricultural land will not change within the muncipality unless the landowner decides to change the land use program to his/her advantage or to the betterment of the municipality or both.
